    Full Description: "Buried Streams: Environmental Regulations and Land Development" by Matt Gnagey, Ph.D. candidate in agricultural, environmental and development Economics, The Ohio State University. Section 404 of the Clean Water Act (CWA) regulates the “waters of the United States” to minimize degradation of wetlands. In 1985 the CWA regulations changed, preventing residential land developers from burying streams under new subdivisions. This study analyzes the efficacy of this regulation as well as illustrates potential tradeoffs between water resource protection and land fragmentation. Impacts are identified by treating the new regulation as a natural experiment. Two difference-in-difference techniques are utilized to estimate the change in development timing and the change in development density. Results from this study show that the regulation significantly delayed development of affected parcels but also decreased development density exacerbating urban sprawl. Free and open to the public.
